AFSA is pleased to announce that we are now qualified to deliver Fire Safety Manager (FSM) and Fire Safety Officer (FSO) training programmes, in accordance with the requirements of Jabatan Bomba dan Penyelamat Malaysia (JBPM).

Our FSM & FSO training develops the knowledge and practical competencies needed to support fire safety management, emergency preparedness and regulatory compliance within designated premises.
KEY COMPLIANCE REQUIREMENTS
- Fire Certificate (FC): Understand key fire safety compliance requirements for designated premises.
- Fire Safety Organisation (OKK): Understand the roles and responsibilities of FSM and FSO personnel.
- Fire Safety Management: Develop competency in inspections, documentation, drills and emergency preparedness.

Fire Safety Manager (FSM)
Manages records, prepares evacuation plans, coordinates fire drills, liaises with Bomba, and conducts building safety checks.

Candidate Requirements for FSM & FSO Certification
Fire Safety Manager (FSM)
The FSM role is intended for individuals with suitable technical knowledge, professional experience and the ability to oversee and coordinate fire safety responsibilities within a designated premise.
- Malaysian citizenship
- Relevant academic or professional qualifications in fire safety, engineering or other recognised disciplines
- Relevant industry or professional experience, subject to the applicable qualification pathway
- Previous experience as a senior fire officer, where applicable
- Successful completion of the prescribed FSM competency training and assessment
- FSM Level II eligibility may be relevant for higher-risk premises, including oil and gas facilities, chemical plants, hazardous process environments and other special structures
Fire Safety Officer (FSO)
The FSO role focuses on the practical implementation of fire safety measures, supporting emergency preparedness and maintaining day-to-day fire safety activities within the premise.
- Malaysian citizenship
- SPM or an equivalent qualification recognised by JBPM
- Previous experience as a fire officer, where applicable
- Successful completion of the prescribed FSO competency training and assessment
- Ability to carry out routine fire safety activities, including inspections, reporting, emergency preparedness and supporting fire safety procedures at the premise
